U13-19 Season Procedures "Test"
Do you know the policies and procedures for the U13-19 Season?
 
If you are officiating in the U13-19 Season and did not attend the U13-19 Pre-Season Meeting on February 21, 2010, you must complete the "test" below and submit the test for "grading" before March 6th or your first assignment.
 
 
These procedures were described at the Referee Meeting on February 21st; they are in addition to the standard procedures; the referees who attended the meeting have been asked to "correct" the referees who did not attend the meeting and do not properly administer the procedures - please cooperatively follow their advice and comments!
 
 
If you do not score 100% on the test, you should review the Referee Advisory, the U8-12 Season Guidelines and the information from the referee meeting and the website.

The Board expects all referees with OL assignments to follow these procedures in order to have consistent administration of the procedures for all the OL U13-19 Season games! Referees who do not follow the Board's policies and procedures may not receive payment for their assignments.

1) Coaches, ADOCs and DOCs must have and wear one pass on a lanyard at all times during the game; the passes must be visible; referees are to check to see that the the photographs on the pass match the coach.
 
 
2) Only players pre-printed on the game card may participate in the game; no player write-ins are allowed; coaches may write-in their names on the game card.
 
 
3) Referees are to follow the "no pass, no game card, no official play" rule at all times regardless of what excuse the coach tells you or how the League is at fault.
 
 
4) The "On-line Game Report" is to be to be submitted by 6:00 am the morning immediately after a game; the fine for not doing so is $20 the first day and $10 a day thereafter!
 
 
5) Referees must input the four digit team number and score when submitting the on-line game report; if the team numbers on the game card differ from the web schedule, referees are to use the web schedule team numbers.
 
 
6) The formal written paper Game Card is to be mailed to the OL to arrive by Wednesday if there are no misconducts or comments and by Tuesday if there are misconducts or comments to report.
 
 
7) The on-line "Send Off Report" must be completed and sent to the Assignor immediately after the game; each item in the report must be completed; the paper game card, paper send-off report and player pass must be at the UPS Store by Tuesday 12:00 noon!
 
 
8) After the game the referee must verbally confirm with the coach who received a send-off and what the transgression was that warranted the send-off.
 
 
9) Referees will function as a three-referee team entering and exiting the field together and locate themselves away from spectators, coaches and players near the corner flag on the team side of the field (or some other remote location, i.e., under the trees at Waiau); referees will not position themselves between the teams and will not leave their gear between the teams and will not leave the player passes in the open.
 
 
10) Referees are to apply the following procedure for spectator abuse: 1) when there are abusive spectators, the coach will receive a first "courtesy" warning from the referee; 2) the coach will address the situation; 3) after the coach has had an opportunity to stop the abuse and if the abuse continues, the referee will issue a misconduct (yellow card) to the coach and indicate the occurrence on the game card (note that the coach must first receive the courtesy warning); the team and/or club will then receive an email from the Discipline Committee requesting them to modify their behavior and a record will be entered in the "Spectator Database"; 4) if a team receives three entries, they will appear before the Board for a hearing and discipline decision.
 
 
11) Teams (including their tents) must be separated by at least the diameter of the center circle; substitions must be made at the midfield line; coaches are to remain in the tactical area.
 
  12) Referees must report abuse from coaches and/or spectators on the "On-line Game Report" and the written paper "Game Card" if the League is to support referees in combating abuse; the disicipline information is posted on the website.  
  13) The wepage listing of assignments are the official record from which payments are made; if there are errors of any kind, the referee must contact the Assignor immediately to correct the error; referees may review the payment amounts they are to be paid by requesting a password to access their assignment records.  
  14) Referees are to check the "Announcements" and "Game Status" links before going to their assignments; knowing the secret word can earn you big bucks!  
 
15) Referees may declare to be considered as a "Playoff Referee", and, if selected by the Board, receive an additional $5.00 per playoff assignment.
 
 
16) Referees who do not administer assignments in accord with League procedures and guidelines may not receive payment for their assignments and may be fined or receive a reduction in game fees; referees are to review the new policies and procedures and game fee fines and reductions.
 
  17) Referees are to report to their assignments 30 minutes before the assignment in order to check-in teams; when a referee is late getting to the assignment (form another field, for example) the ARs should start the check-in of the teams.  
  18) Referees are to be professional in their demeanor and approach to officiating OL games at all times; this includes wearing the proper uniform, treating coaches and players with respect, and administrating matches in accord with OL policies, procedures, and guideline; it is incumbent on the referee to "remain cool", and not lose their temper, or have personal biases enter into their decision-making.  
  19) When reporting a send-off, referees are to report the event in a concise, objective and professional manner; the Board renders discipline based on the report's content, and, the more professional the report is, the better the sanction fits the transgression.  
 
20) Referees will officiate "unofficial games" or "scrimmages" after it has been determined that the official game is not to be played; the only times that referees are not obligated to officiate an official or unofficial game is when the coach does not have a pass, there are not enough players or other rules of the game are not met.
